Can not import translations for some languages

Reproduction steps:
Test case 1:

1. Add a web content(Web Content title)
2. Export it with Japanese (Japan)
3. Extract the zip file and translate it into Japanese(Web Content title > Webコンテンツのタイトル)
4. Import the translated xlf file
5. Assert that the import is successful

Actual Results:
Can not import the translated file, UI says: "Error:The file is an invalid XLIFF file."
Also can reproduce this issue when translating to Chinese(Web Content title > 网页标题).

Test case 2:

1. Add a web content(Web Content title)
2. Export it with Spanish (Spain)
3. Extract the zip file and translate it into Spanish(Web Content title > Título del contenido web)
4. Import the translated xlf file
5. Assert that the import is successful

Actual Results:
Can not import the translated file, UI says: "Error:The file is an invalid XLIFF file."
If I update the translation with Titulo del contenido web, remove the ´, then it can import as expected.
