Can't change language settings

When I try to move some languages from available to current or vice versa and click on save button in instance settings > Localization, I receive the error: "Your request failed to complete."

Expected:
Language changes are made and receive message request done successfully

What happened:
No changes are made to languages and receive the error: Your request failed to complete
