- An API to write design token values as CSS variables in the generated HTML

Out of scope of FI team:

- An admin UI to edit the design token values
- Design token configurations are applied on a per-instance/per-company basis
- we think this means tokens are different per instance and company, i.e., (instance A, company B) has a defined set of values for tokens while (instance A, company C) has others, (instance B, company B) others, and so on...better clarification likely can be found with Echo team since that's what they're working on.
