Steps to reproduce:

1. Fetch the commits in https://github.com/liferay-echo/liferay-portal/pull/567 and build the bundle
2. Go to Content & Data > Web Content
3. Add a basic web content
4. Check the localiztion for content field

Actual result:
Localization is missing for content field.

Expected result:
Localization exists in content field.

Note:
Localization is missing for all the fields, not only content field.
