Scroll bar is present outside the Assign Users and Valid Domain modal

Steps to reproduce:

1. Add an account
2. Add a user to account
3. Go to the account
4. Go to the Users tab
5. Click on the add icon to open the Assign Users modal

1. Enable email domain validation in Instance Settings - Accounts
2. Add an account user
3. Click on Valid Domains link to open the Valid Domains modal

Expected results: Scroll bar is not needed
Actual results: Scroll bar is displayed outside the Assign Users modal. Screenshot attached.
