User without admin role cannot assign a step to itself

Preconditions

1. Create an "User A" and assign the role "Portal Content Reviewer" to it
2. Go to Global Menu > Applications > App Builder > Objects
3. Create an Object with Form and Table View

Steps to Reproduce

1. Go to Global Menu > Applications > App Builder > Apps > Workflow Powered
2. Create a Workflow App and assign one step to "Portal Content Reviewer" role
3. Add an entry on the Workflow App
4. Log in with "User A" and go to "My Workflow Tasks" to assign the step to itself

Actual Result

• "Portlet is temporarily unavailable." is displayed

Expected Result

• The step should be assigned to "User A"
