Issue was discovered during testing by CSE for a client. Drag and drop of images within content no longer works when using IE11 in both AlloyEditor and CKEditor.

Description
Images cannot be moved using drag-and-drop in a web content when using IE11. Reproducible in both AlloyEditor and CKEditor.
Reproduction Steps:
- Open a Liferay instance in IE11.
- Add a Web Content Display to a page.
- Add a web content using the web content display.
- Write several lines of text in the body.
- Add an image to the body.
- Attempt to move the image by dragging the image to a new location in the text.
Expected Result: Image moves.
Actual Result: Image does not move.
Reproduced in:
Master: 1472e3b94057e15c4b2c46fadb0c9db81b931074 (behavior in Master is slightly different, you can't even select the image to try to move it, but this may be an issue caused by a different bug)
