Pre-defined values in Web Content structure are not displayed properly

Reproduction:

• Log in as Admin
• Go to Configuration > Site Settings > Languages
• Change the Site's default language to German
• Go to Content > Web Content > Structures
• Add a new Structure
• Copy the contents of Structure1.json (attached) into the Source
• Save the Structure
• Add a new Web Content Article based on this structure

Actual behavior: The predefined text in the Short Description field appears in English for the default German language.
Expected behavior: The predefined text in the Short Description field should appear in the default German language.
