      Description

      Unable to rate portlets as Gust User

      1. User adds bookmarks and blogs portlets onto page
      2. User adds contents to the portlets
      3. User logs out of SA
      4. Guest User tries clicking on stars to rate bookmarks and blogs
      5. System does not allow Gust User to rate portlets
