Webcontent display portlet is not configured with webcontent when the lar is imported to a new site if the pages of the exported site are created using site template

We are working on 7.1 and were trying to import some pages from one site to another in same server as well as different servers. We have created a Site Template and all the sites on the server are created using the same Site Template. When we export a Page with web content or blogs and import in different site, Web content Display Portlet is added without any web content configured and in case of blogs its configurations are lost.

Steps to reproduce-
1. Create a Site Template and add a page to it.(Lets call it Home)
2. Create a site 'A' using the site template
3. Create a web content using global Template and structure
4. Add Web content display portlet to the site page 'Home' which is inherited from site template and configure with the webcontent
5. Export the lar for the site
6. Create a new site 'B' using same site template
7. Import the Site 'A' lar file to Site 'B'

Expected:
On lar import Site 'B' Home page should have the Webcontent Display portlet on the layout and the webcontent should be visible

Actual:
An empty Webcontent Display portlet is added to the Site 'B' Home page asking to configure a web content.
