Steps to reproduce:

1. Create a blank site with a public page.
2. Enable local staging and page versioning for public page.
3. Navigate to page admin in staging site.
4. Configure the public page and rename the page name.
5. Click Save button.
6. Assert success message shows up.

Expected Results: Page name should change.
Actual Results: Page name doesn't change.
