Steps to Reproduce:

1. Go to Configuration > Workflow > Add new workflow

Expected result:
Title input field should not be grey, Diagram tab display, can view source tab

Actual result:
Title input field is grey, Diagram tab is empty, can not click source tab

Note: Also affect Calendar, with

js_fast_load=false

it works
