Elements should be restyled in Asset Library General page for consistent UX

Steps to reproduce:

1. Add an Asset Library
2. View elements on the General page

Expected result

Elements are properly spaced, and the size is consistent with other elements on the page.

Actual result

Issue 1:
Under the Applications section, there is not enough spacing between the text and the checkbox.

There is also not enough spacing between the text and other sections where a toggle switch is used.

Issue 2:
The toggle switches look extremely large compared to the checkboxes. Maybe we can shrink the size of the switches and/or enlarge the checkbox size.

Reproduced on:
Tomcat 9.0.33 + MySQL 5.7.
