Can't move a Grid field in Form builder

 Description

User can't switch places of two grid fields

 Steps to reproduce

1. Go to Content & Data > Forms
2. Add a Grid field and name ir Grid 1
3. Add another grid field and name it Grid 2
4. Try to switch places of Grid 1 and Grid 2

 Actual Result

User can't move the Grid 2 to the position where Grid 1 is

 Expected Result

User should be able to move Grid 2 up, and move Grid 1 down.
