Steps to Reproduce:

1. Navigate to message boards
2. Add Thread
3. Try to add image in ckeditor by clicking image icon or drag and drop

Expected Result:
The image icon brings up UI to upload image or dragged image is rendered in editor

Actual Result:
nothing happens
