Can add new collections when add a collection page from pages admin

1. Add a new site
2. Product Menu > Site Builder > Pages
3. Click the plus icon button
4. Public Collection Page > Collections tab
5. Assert the plus icon button is shown in management bar
6. Click the plus icon button > Manual Collection
7. Type name and Click Save
8. Assert access to collection editor
9. Select All Types and Save
10. Click back button
11. The new manual collection card is shown in Select Collection
12. Click the plus icon button > Dynamic Collection
13. Type name and Click Save
14. Assert access to collection editor
15. Select All Types and Save
16. Click back button
17. The new dynamic collection card is shown in Select Collection
