Reproduction steps:
1. Create Site "A"
2. Create a Web Content
3. Create Site "B"
4. Put a Web Content Display to a page, select the Web Content from Site "A"

Result:
Web Content from Site "A" doesn't display in WCD.

Expected:
Web Content from Site "A" should display in WCD.
