Step to reproduce:

1. Start a clear portal
2. Sign In
3. Add a new site
4. Product Menu > Site Builder > Pages > Click the plus icon > Public Collection Page
5. Collections tab
6. Click the plus icon > Dynamic Collection
7. Select All Types and Click Save
8. Click back button
9. Select the new dynamic collection > Blank
10. Type name and Click Save
11. Assert access to collection page in page edtior
12. Click the body of Heading

Expected Results:
The topper title should be Heading.

Actual Results:
The topper title is heading.

Note: Only can reproduce on the first sign in.
