Analytics Administrator Role should not appear in Permissions screens

      Description

      Steps to reproduce:

      1. Add a User Group (not necessary if you have one already)
      2. Open the Permissions screen.
      3. In the Analytics Administrator row, hover over the grayed out box on the View Members permission. The message indicates that this permission can be changed from Roles Admin. [Screenshot]
      4. Go to Roles Admin, click into the Regular Role Analytics Administrator.

      Expected: If a Role appears in the Permissions menu with this tooltip, I can define permissions for this role in Roles Admin.

      Actual: the Define Permissions tab is not present for the Analytics Administrator Role.

      The Analytics Administrator Role probably shouldn't appear in the table, according to this slack converstion.

      I tested on 7.3.3-ga4, and it was also tested on dxp-3-7210. Likely affects all versions that have the Analytics Administrator Role.
