Step to reproduce:

1. Add a site 'Test Site Name'
2. Import zip to Page Fragments
3. Add a Content page
4. Add a Content collection and add a Button collection
5. Change two collections postion with down button
6. Go to the page

Expect result: Collectios postion changed
Actual result: Not changed
