Sharing modal contains a lot of negative space

Steps to reproduce:

1. Enable Sharing (should be enabled by default)
2. Add a document
3. Click on share
4. View modal that appears

Expected result:
The modal wraps nicely around the interactable elements, and dead space is minimized. The Share and Cancel buttons are at the bottom of the page.

Actual result:
The modal is extended to the full length of the page. The Share and Cancel buttons are in the center of the page.

Reproduced on:
Tomcat 9.0.33 + MySQL 5.7.
