DDL Permission doesn't work as expected

Steps to Reproduce:

1. Add a new User and assign Role as Power User and Site Role as Site Administration
2. Navigate to Site Menu > Content & Data > Dynamic Data List
3. Create a new Data List
4. Sign in as a newly created User
5. Navigate to Site Menu > Content & Data > Dynamic Data List
6. Click on kebab option and try to delete the newly create Data List

Expected Result:

• New user should not be able to delete/view/permission on the data list

Actual Result:

• New user still able to delete/view/permission on the data list
