Will use localfile for BOM repository

Test will only run if system property is passed in

-Pproject.templates.bom.version=${BOM_VERSION}

 with BOM_VERSION pointing to either an existing BOM version or one that will be created and installed to liferay-portal/.m2-tmp or liferay-portal/.m2

 

 

Will need to brainstorm on liferay.workspace.product
