As a Page Admin I would like to get page results ordered by "most relevant" criteria by default when using keyword search

Intro/Context:

When using web content search to search for a page the users don't find the pages unless they select the search option " order by most relevant".

The goal of this Epic is to allow users to find their page by changing the default search criteria to "most relevant" when the users choose to add keywords.
