ClayPopover css markup not aligned with trigger button when the page's dir is rtl

Steps to Reproduce

1. Go to Personal Menu > Account Settings > Change the "Language" to ar_EG (arabic)
2. Go to Applications Menu > App Builder > Apps
3. Move the pointer over the icon (Standard or Workflow)
4. Click on "Create New App" for Standard App

1. Go to the Profile Menu > Account Settings
2. Change Language to Arabic and Save changes
3. Go to the Site Builder > Pages, pick a Page, go to Options icon and click Edit
4. In page editor toolbar go over one of the icons representing View Port Sizes (i.e. desktop icon)
5. Check wheter the popover is being displayed correctly.

Actual Result

• Tooltip and popover are displayed on the side of the screen

Expected Result

• Tooltip and popover should be displayed close to the buttons
