Incorrect cusor shown while trying to drag form fields up and down on Firefox

Steps to reproduce:

1. Log in as Admin (in Firefox)
2. Go to Site > Content > Forms and create a new form with some fields
3. Hover over the form fields

Actual behavior: Cursor:not-allowed image is shown, while on Chrome, cursor:pointer (hand) is shown.
Expected behavior: Cursor:pointer should be shown irrespective of the browser being used.

Also tested on:
