SAML SSO doesn't work after export configuration data with SP

      Description

      Step to reproduce
      1. Startup one Sandbox and Production bundle as SP(able.com:9080)
      2. Go to Settings>SAML KeyStoreManager Implementation Configuration
      3. Change the KeyStore Manager target to Document Library Keystore Manage
      4. Startup another bundle as IDP (localhost.com:8080)
      5. Go to SAML Admin
      6. Configure SAML IDP and SP as usual
      7. Go to SP bundle and add new instance backer.com:9080
      8. Configure this new instance as Production via config file
      9. On Sandbox, Click Export SAML Configuration button
      10. Assert export successful info prompt
      11. Go to IDP
      12. Change the metadata url to http://www.baker:9080/c/portal/saml/metadata and Save
      13. Disable SP which able.com:9080
      14. Enabled SP on instance backer.com:9080
      15. Logout IDP and two SP
      16. Login IDP and then Login SP which backer.com:9080

      Actual Result:
      Can't log in baker.com:9080

      Expect Result:
      Login successfully, SAML SSO works.
