Page name should not be a link when page has never been published

      Description

      Step to reproduce:

      1. Add a new content page
      2. Add some content
      3. Don't publish the changes
      4. Go to Site Builder -> Pages
      5. Mouse over the created page

      Actual Result:
      The page is a link that redirects the user to view mode. In this case, view mode is empty since we have never published the page.

      Expected Result:

      The page name is not clickable when the page has never been published.
