Steps to reproduce:

1. Go to Site Builder > Collections
2. Add a mannual collection
3. Check the Personalized Variations message

Actual result:
There's empty message for Personalized Variations in mannual collection.

Expected result:
There's no message for Personalized Variations in mannual collection, this message is only for dynamic collection.
