Can mark as default to copied master page without publishing

Steps to reproduce:

1. Add a master page and publish it
2. Copy this master page and don't publish it
3. Click the ellipsis menu of the copyed master page
4. Click Mark As Default

Actual result:
Can mark as default to copied master page without publishing.

Expected result:
Can not mark as default to copied master page without publishing or the copied master page is approved status after clicking Make a Copy.

 
Notes
If we copy a page in Draft, it is not possible to make it the default one
