Steps to reproduce

1. On your browser, enter URL http://localhost:8080/non-existing-page

Actual result
The Home page is shown with a message saying "Not Found"

Expected result
The Not Found message is shown in an empty page that uses the theme, style book and master that are defined as default for each site.

Notes

• If we edit the home page, we can assert that home is what it is shown and not a page with a welcome portlet
• 
• If the page exists but the user has no permissions, it is shown correctly
