Steps to reproduce:

1. Start a clean bundle
2. Add a new site > Add two pages on this site: Test Source Page and Test Source Page2
3. Go to Configuration > Add the 1st redirect with test-source-page and destination1
4. Go to Configuration > Add the 2nd redirect test-source-page2 and destination2
5. Access the sourceURL test-source-page once
6. Access the sourceURL test-source-page2 twice
7. Go to 404 URLs tab > Try to change the order

Expected Result:
The order can be changed in 404 URLs.

Actual Result:
No response when changing the order in 404 URLs.

To repeat this, we need to follow the steps to set the name of the page and the redirect.
