Default document view in asset publisher does not show the info panel

Reproduction steps:

1. Start up a portal
2. Upload a document
3. Create a web content, add the uploaded document as related asset
4. Create a widget page
5. Add a web content display on the widget page, displaying the previously created web content
6. Configure the web content display to show related assets
7. Go to the widget page and click on the link to the document in the related assets section of the web content display

Expected result: an info button is shown, clicking on it shows the download button and other information about the document.
Actual result: the info button is missing, only the document's content is visible

Notes: From commit LPS-92325 Simplify the file_entry_full_content to only show the content this seems like an intentional change. However, this breaks the previous behavior in 7.1, and it's not shown on the 7.2 breaking changes list.
For users, who expect this behavior, there should be an option to configure it to work the same way as before.
