As a site administrator, I would like to configure how the inactive site page is displayed

      Description

      Currently, when inactive request handler is enabled, a user obtains a very old-fashioned page with the message "This site is inactive. Please contact the administrator" inside a red box.

      Certain administrators might find interesting to have options to configure how this page is composed and displayed to show some other informations in a more user-friendly way.

      Another interesting possibility would be to allow this configuration to be applied per site instead of applying it to the whole system.
