Add a way to provide default values for each LocalizedValuesMap locale on Configurations

When using a LocalizedValuesMap at any Configuration class, we're introducing a way to adding multiple values (values for different locales); at the UI, we can select or edit different translations of the property but right now we're not providing a way to add a default value for each locale.

It is necessary to have an option to utilize Language.properties to define default values for each locale.
