      Description

      Replace the existing welcome image with a new one for 7.4 CE GA1. Related changes to layout, text color, and overall theme should be limited to what is necessary to make the new image work.

      This ticket is the first milestone on the path to implementing the long-term vision for the Welcome page. Additional tickets will follow as the vision is further clarified and broken down into milestones for future 7.4 releases.
