Shouldn't redirect to Dashboard in view mode when access to Sign In in edit mode

Step to reproduce:

1. Add a new site based on Raylife
2. Navigate to Pages admin
3. Click the ellipsis button of Sign In item > Click Edit action

Expected Results:
Access to Sign In page in edit mode.

Actual Results:
The page redirects to Dashboard in view mode.
