Can't set 'Ready for Publication' for a Widget page or Full Page application when its a child page of a Content Page

Steps to reproduce:

1. Start a 7.2 bundle
2. Enable Local Staging with Page versioning
3. Create a Content page
4. Create a child page for it, Widget page, or Full page application
5. Click on 'Ready for publication"

Expected behavior: The switch is turned on, the page is ready to publish

Current behavior: Switch immediately turns back off, an exception in the logs
