Steps to reproduce:

1. Setup Liferay DXP with Oracle DB
2. Create a User Group
3. Create 2000 users, assigned to the User Group
4. Create a private site.
5. Goto New Site -> Members -> Site Membership -> User Groups.
6. Click on the New icon.
7. In pop up, search for the above-created Usergroup and select.
8. Click on "Done"

Expected result: The users are added to the group with no error
Actual result: The following error message is in the logs: ORA-01795: maximum number of expressions in a list is 1000_
