This is part of the necessary work to Remove Soy Support from DXP.

The goal of this task is to remove SoyPortlet from DXP

Acceptance Criteria

• The modules portal-portlet-brige-soy-api and portal-portlet-bridge-soy-impl are deleted
• No widgets extend SoyPortlet
• A note in the BREAKING_CHANGES document indicating that SoyPortlet is no longer available.

Additional Considerations
As of the time of writing this task, ImageEditorPortlet is the sole consumer of SoyPortlet. It should be delted soon, but were it still available, we could simply remove the .lfrbuild-portal marker file to exclude it from compiling until the team responsible for it removes it.
