IE11 - User can not insert image in calendar event content with CKEditor

Steps to reproduce:

1. Start portal and login.
2. Add calendar portlet to home page, add event.
3. Press the image button, try to insert a image to the content of calendar event. (user can upload any image using DM).

Expected Result:
The image can be displayed in content part.

Actual Result:
Nothing shows up.

Notes:
1. Found this during testing 7.2 FP9(build4) FixPack bundle. Can not verify on 7.2 FP9(build3) since it is blocked by LPS-122634 on build 3.
2. I have not tested it on latest 7.2.x and master since it too slow to download the bundle.
