Content Page built from a Page Template lose their editable values

Steps to reproduce:

1. Start a 7.2 bundle
2. Go to Site Builder > Pages
3. Go to Page Templates Tab
4. Add a new page template collection
5. Click + to add a new Content Page Template to the collection
6. Add a Banner Center fragment to the page template
7. Click on Banner Title Example and change the text (for example: Edited Banner Title)
8. Publish the page template
9. Go to Pages Tab
10. Click on + to create a new page and select the page template that was created before
11. Click on the Edited Banner Title and change the text
12. Stop the server
13. Execute upgrade process for master (or 7.3.x)
14. Start the portal and go to the page that was created

Expected result: The text in Banner Title will be the one we specified when creating the page

Actual result: The text has been reset to the one for the page template

Note: Issue will only happen if the text was changed first in the page template
