Reproduction steps:

1. Go to "Documents and Media" in product menu
2. Create a folder and upload a few files
3. Create a new widget page (public/private does not matter)
4. Go to the new page
5. Add the Documents and Media portlet to the page 
6. Open portlet configurations
7. Check "Show Actions" and save
8. Change display to table view
9. The actions menu is duplicated
