• Activate local staging
• edit content page, add an image (upload the image)
• publish, then publish to live
• observe: The actual image in the fragment on live site is still referenced from staging site's DL (though being correctly published to and available in live site)
• expected: The image on live site is referenced from live site's DL, not from staging
