"Changes is temporarily unavailable" when reviewing publication with deleted content.

Steps

1. Create a web content folder "F1"
2. Enable publications and create a publication "P1"
3. Delete "F1" and remove it from recycle bin
4. Switch to production
5. Delete "F1" and remove it from recycle bin
6. Review "P1"

Expected
No errors thrown and publication can be reviewed.
Actual
NullPointerException in the log and "Changes is temporarily unavailable" message.
