Allow to select the folder where the new content created from Web Content Display is saved

Intro/Context:

The editors usually choose Web Content Display widgets and Content Display Fragment to create new content on a page which is much easier as they know straight away where the content will be displayed. But when they do so the content is created in the default Home folder for web content

This is a big problem for content organization in the backend, as all articles created in this way are saved in the main "Home" folder which makes the entire Web Content Folder concept useless.

A solution is to allow for page admins to set the default folder for newly created webcontent for example from the webcontent editor.

When a content creator adds a new web content from Web Content Display or Content Display Fragments 

Then the content is added to the folder chosen by the page administrator:

• when possibility is to allow having this option from the Web Content editor.
