When translating a text present on a page the text entered in the default language (e.g. Language A) is also used as default for all the the untranslated languages. However when a text is translated (e.g. language B) then changing the text for the default language A doesn't change the text entered for the Language B.
The goal of this story is to have the same logic for localized fragment configuration.
When a page creator configurates a fragment for a Language A
Then the fragment configuration for all unlocalized fragment configs take the same value as the default language A
When a page creator changes the fragment configuration value for the Language B
Then the fragment configuration for languages other than B don't get affected.
