Error message is displayed and App is created when trying to deploy a Workflow App that contains an action button's name too long

 Steps to Reproduce:

1. Go to Applications Menu > App Builder > Apps > Workflow Powered
2. Create an Object with Form and Table View
3. Create an additional step
4. Change the action name to a really long name
5. Try to deploy the Workflow App

 Actual Result:
Error message is displayed but App is created (even though it is not displayed on the list)

 Expected Result:
Workflow App should be created without any error
