Description

It's not possible to save a structure with only the title translated

Steps to Reproduce

1. Go to Content & Data -> Web Content -> Structure tab
2. Add new structure
3. Add a title to the structure
4. Drag-and-drop any field (ex. Text field)
5. Now change the language 
6. Translate the title
7. Try to publish the Structure (bug)

Expected Result

It's should be possible to save a structure with only the title translated
