Intro/context:

The goal of this Story is to have a new welcome page for Liferay new installation, that leverages site initializer at virtual instance level so that we don't keep that current Welcome Page hardcoded and Third-Party developers could implement his site initializer.

Given a new liferay user has created a new virtual instance.

When the user navigates to the page administration

Then he sees a new default welcome page (Design see attached picture below)
